Carlsbad Police Warn of High-Risk Sex Offender

CARLSBAD -- Police canvassed a Carlsbad neighborhood Thursday, passing out hundreds of fliers that warned a high-risk sex offender was spending time nearby.

Police say 50-year-old Jimmy Carty, convicted of multiple counts of child molestation including sodomy and oral copulation, has been spending enough time in the 500 block of Halsing Court that they consider him a part-time resident.

Carty's permanent address is listed at 634 8th Avenue in San Diego. He is among the top tier of sexually violent predators, one of only nine in San Diego county, said Lt. Kelly Cain.

"People are upset. They're like 'how can someone with this background be let loose in a neighborhood with so many small children?'" said Greg Groves, who lives nearby.

Authorities say tracking an offender like Carty can be difficult, and requires frequent contact from officers.

Carty does not wear a GPS bracelet, and is not on probation or parole, meaning he has no restrictions on where he can live, Lt. Cain said.

San Diego 6 spoke with the woman Carty had been visiting in Carlsbad. She said he was a friend who was not living with her, and she was unaware of the extent of his past convictions. 

He came over to work on odd-jobs and occasionally stayed the night because of "distance of travel reasons," she told San Diego 6.

She says she will not allow him to come back to her home.
